Ah yes, the pain of the new. I just wish I could work out how to get a colour wheel in PS6. And use the smudge tool now I've lost PaintTool Sai - that'll teach me to upgrade my operating system. Man, I LOVED Sai.

Then you know *exactly* what I'm talking about! I switched to Linux, so no more Photoshop. I've never used Sai, but it must be awesome because it sure has a lot of fans.

In Photoshop CS6, under Preferences > General you should see a HUD Color Picker drop down that lets you switch the Alt+Shift colour bar to a colour wheel. I never used one myself, but as far as I know, if you want a colour wheel that stays open on the screen, then you need to go to one of the plugin options like MagicPicker.

And Photoshop's smudge tool is essentially useless for blending, but if you set the healing brush tool to a blank pattern template, it's one of the best digital blending tools Photoshop has to offer.
